Legislation was being put into law through immigration policies such as the Chinese Exclusion Act of 1882 that excluded all Chinese labors from entering the country and, many people of the time held very racialized ideas about immigrants from other countries, “but if they are of different race with marked physical and perhaps mental characteristics which are perpetuated through successive generations and thus keep them a separate and distinct people with us but not of us, they become a source of trouble and of possible danger” [2].
The Chinese were targets of discrimination both by individuals and institutions that seen them as muggers, mooches, and a drain on the progress of the country. Cartoons and other propaganda was used to dehumanize Chinese immigrants and other minorities that were seen as unfavorable.
